Study outcomes, knowledge and skills gained upon the completion of the Study

The programme of the Specialist Graduate Professional Study in Public Administration covers a large area of ​​public administration. It is designed to enable the students to acquire basic theoretical and practical knowledge, which enables them to perform specialized tasks in state administration, local and regional self-governments, in legal persons with public authorities, non-governmental organizations, political parties, etc., to independently carry out specific professional tasks in special administrative areas such as Tax and Customs law, to independently perform specific professional tasks in inspection and police authorities and other bodies in the judicial system, to perform specific administrative and professional tasks in managing administrative proceedings and making administrative acts; to independently perform specific professional tasks in regulatory authorities, agencies and other sui generis organization, etc.

The programme of the Specialist Graduate Professional Study in Public Administration expands to a lesser extent and complements the relevant courses from the existing Administrative Study at the Faculty of Law, University of Rijeka, and to a greater extent introduces new courses that are consistent with the current trends in public administration and the relevant scientific-educational and professional disciplines in the European Union. Upon graduation, the student will be inclined to connect general administrative competences with the specifics that appear in special administrative areas. Upon the completion of the Study, students acquire specific synthetic knowledge about the organization and functioning of public administration as a whole, the income and expensefinancing model of this system, the roles of normative sources, as well as the case law and unwritten legal principles in dealing with administrative matters; impact of the European law on the domestic legal system of public administration, core labour relations in the public sector and new mechanisms of governance. During the Study, students also acquire specific knowledge from different administrative areas with which they come into contact in their professional work, and which is studied within the framework of elective courses. This allows the students a synthetic upgrade of knowledge acquired at the Professional Administrative Study, and an analytical approach in the performance of various public affairs.

After completing this study programme, the student will acquire the following knowledge, skills and competencies:

  • The student will be able to propose and make strategic decisions in public administration
  • The student will be able to draft a financial plan of a public-law person as well as to manage its implementation
  • The student will be able to analyse the functioning of the public administration system
  • The student will be able to analyse and critically evaluate a social situation as well as to apply the relevant legal norm thereto
  • The student will be able to apply the relevant regulations of substantive and procedural law to decisions and procedures
  • The student will be able to argue, draft and execute an administrative decision
  • The student will be able to exercise control over the legality and regularity of administrative procedure
  • The student will be able to protect subjective rights of individuals
  • The student will be able to defend his views in written and oral form while using correct legal terminology
  • The student will be able to independently manage communication with the parties and bodies of public authorities
  • The student will be able to assume ethical and social responsibility when performing assignments as well as to critically evaluate and self-evaluate the performance of such assignments

Students will be encouraged to take responsibility throughout the Study, and in particular to carry out tasks undertaken during independent work in solving teaching assignments. Mentoring and a flexible structure of the Study will provide an opportunity for the best students to fully realize their potential. Students will also build competences of independent management, execution of delegated tasks and a critical review of their work.
